b. This Constitution shall take effect from September 2, 2005.

Red (Hex #8B0000) represents courage, revolution, and the Party’s dedication to justice and equality.
White (Hex #FFFFFF) symbolizes purity, unity, and the guiding principles of the movement.
d. Significance:
The central white star embodies leadership, hope, and solidarity, serving as a beacon for collective progress and resilience.
e. Usage:
The flag shall be prominently displayed at all Party events, meetings, and gatherings, as well as on official Party literature, websites, and social media platforms.
f. Respect:
The flag shall be treated with the utmost dignity and respect; intentional disrespect or desecration shall be deemed unacceptable.
The official election symbol of the Party shall be:

a. Symbol:
A Saw.
b. Representation in Elections:
The “Saw” symbol shall represent the Party in all elections.
c. Symbolism:
The Saw symbolizes determination, the power to cut through corruption and injustice, and the drive to create a new and just social order.
d. Usage:
The symbol shall be prominently displayed on all Party campaign materials, including posters, flyers, banners, and social media assets, as well as on ballot papers and electronic voting machines.
e. Protection:
The Party shall take all necessary legal and organizational measures to safeguard its election symbol from unauthorized use, distortion, or misuse.
The Party shall adopt the following organizational structure to ensure representation and effective decision-making at all levels, from local to national:
Local Committee:
One committee shall be established in every Panchayat, two in municipalities, and five in corporations.
Area Committee:
One committee shall be established in every Legislative Assembly constituency.
District Committee:
One committee shall be established in every district.
State Committee:
One committee shall be established in every state or Union Territory.
Central Executive Committee:
This shall be the apex decision-making body at the national level.
Central Council:
This shall be a broader advisory body to guide the Party’s policies and strategies.
a. Eligibility:
Any individual above the age of 18 years is eligible to become a member.
b. Membership Fee:
A fee of Rs. 100 shall be payable for a one-year membership.
c. Expulsion:
The Party reserves the right to expel any member who violates Party rules or engages in criminal activities, provided they are not affiliated with any other political party.
d. Membership Year:
The membership year shall run from January 1 to December 31.
e. Membership Location:
A person may register as a member at their place of ordinary residence or where they ordinarily work.
f. Rights:
Every member shall have the right to vote in elections to any constituent unit of the Party and to contest for any office within the Party, unless disqualified under rules established by this Constitution.
a. The term of each committee shall ordinarily be three years.
State Units of the Party shall be aligned with the states and union territories as defined in the Constitution of India.
a. States:
There shall be 28 states, each with its own government and administrative structure.
b. Union Territories:
There shall be 8 union territories, each directly governed by the central government.
a. Preparation:
The Regional Committee shall maintain a register of primary members, organized by area, authenticated and certified by the District Committee in accordance with the rules of the Central Executive Committee.
b. Content:
The register shall include the full name, guardian’s name, age, occupation, address, membership form serial number, date of enrollment, and the year and membership form number of first enrollment in the Party.
c. Distribution:
A verified copy of the register shall be sent to the respective State Committee.
a. Regular Participation:
Members shall actively participate in the activities of their respective Party organization and diligently implement the Party’s policies, decisions, and directives.
b. Integrity and Loyalty:
Members shall uphold honesty, integrity, and loyalty to the Party, safeguarding its trust and confidence.
c. Unity and Solidarity:
Members shall protect and promote the unity and solidarity of the Party.
a. Right to Participation:
Members have the right to engage in Party activities, including attending meetings, voting on decisions, and contributing to policy discussions.
b. Right to Information:
Members are entitled to receive information about Party activities, decisions, and policies.
c. Right to Representation:
Members have the right to be represented by their elected representatives and leaders.
d. Right to Vote:
Members have the right to vote in Party elections, primaries, and decision-making processes.
e. Right to Express Opinion:
Members are entitled to express their opinions and contribute to Party discussions.
The following shall be the office bearers of the Party:
a. Structure:
Each committee shall have a First In-Charge (FIC) or President and one deputy.
Each committee shall have a Second In-Charge (SIC) or General Secretary and one deputy.
Each committee shall have an Accounts Manager (ACM) or Treasurer and one deputy.
Each committee shall also include at least seven Executive Members or Regular Members.
b. Election:
Office bearers shall be elected by their respective committees or councils through a secret ballot, with a term of three years.
c. Removal:
Office bearers may be removed by a two-thirds majority vote of the respective committee or council.
d. Eligibility:
Members must have at least two years of active membership.
Members must not have been convicted of any criminal offense.
e. Responsibilities:
Office bearers are responsible for implementing Party policies and decisions.
They are responsible for managing Party affairs.
They are responsible for representing the Party in official capacities.
The Party adopts the following Code of Conduct for its members:
a. General Principles:
Members shall uphold the Party’s constitution, objectives, and policies.
Members shall maintain the highest standards of integrity, honesty, and morality.
Members shall respect fellow members, Party leaders, and opponents.
Members shall promote Party unity and solidarity.
b. Member Conduct:
Members shall attend Party meetings and activities regularly.
Members shall participate in Party decision-making processes.
Members shall implement Party policies and decisions.
Members shall refrain from anti-Party activities.
Members shall maintain confidentiality of Party information.
c. Public Conduct:

c. Accountability:

A Media Cell shall be established to manage the Party’s media relations and public image.

Media Liaison: Engage with print, electronic, and digital media.
Press Releases: Issue statements and press releases.
Social Media: Manage Party social media accounts.

c. Composition:
Convener: Nominated by the National President.
Co-Conveners: Two to three members with media expertise.
Members: Five to seven members with media and communication backgrounds.
d. Responsibilities:

Engage with media personnel.
Monitor and analyze media coverage.
e. Meetings:
The Media Cell shall meet bi-weekly.
Quorum shall consist of half of the total members.
f. Decision-Making:

This article may be amended by a two-thirds majority of the Central Executive Committee.
a. Conduct of Elections:
Party elections shall be held every three years through secret ballot under independent electoral authorities.
The Election Commission shall ensure free and fair elections and declare the results.
b. Dispute Resolution:
Election disputes shall be resolved by the Election Commission.
a. Merger/Alliance:
Merger or alliance with another political party requires two-thirds majority approval from the Central Council.
Such merger or alliance shall be subject to the Party’s constitution and policies.
b. Merger/Alliance Committee:
A Merger or Alliance Committee shall negotiate the terms of any merger or alliance.
The Committee shall report its recommendations to the Central Council.
c. Ratification:
Decisions regarding merger or alliance shall be ratified by the Central Council.
A Local Committee shall be formed in every local government area (one in Panchayats, two in Municipalities, five in Corporations) as a constituent unit of the Party.
a. Composition:
Members shall be drawn from each Local Self-Government Division (LSGD) within the local government area.
Elected representatives of the local governments shall be included.
Co-opted members may be appointed, not exceeding 25% of the total members.
b. Objectives:
Implement Party policies and decisions at the local level.

The Disciplinary Action Committee (DAC) shall investigate and address allegations of misconduct, indiscipline, or violation of Party policies, constitution, or code of conduct by Party members.

Ensure fair and transparent handling of disciplinary matters.
Maintain integrity and discipline within the Party.
b. Composition:
A Chairperson appointed by the Central Executive Committee.
Two members appointed by the State Committee.

c. Composition:
3-5 members appointed by the Central Executive Committee.
Chairperson designated by the Central Executive Committee.
d. Functions:
Research and recommend policies.
Plan and execute campaigns.
Develop membership strategies.
Manage finances and fundraising.
Coordinate communication and media efforts.
e. Meetings:
Regular meetings (bi-monthly).
Reporting to the Central Executive Committee.
f. Decision-Making:
Consensus-seeking.
Majority vote (50%+1) when necessary.
g. Reporting:
Regular progress reports to the Central Executive Committee.
Annual reports to the National Conference.
h. Dissolution: Sub-committees may be dissolved by Central Executive Committee decision.
i. Review: Sub-committee structure and functions shall be reviewed annually.
